Actually, DSL is still not enough... you need about 5k to 10kB/s bandwidth per client. In upstream. Note that you typically have much less upstream than downstream. For example:
T-DSL 1000 = 1024/128 = 16kB/s upstream = about 2 players
T-DSL 2000 = 2048/192 = 24kB/s upstream = about 3 players
T-DSL 6000 = 6144/576 = 72kB/s upstream = about 8 players
T-DSL 16000 = 16384/1024 = 128kB/s upstream = about 14 players
This assumes that the line is not used by anything else, not even web surfing (or that you run a traffic shaper to basically get the same line quality for the server by prioritizing its traffic), and that the rate limit by the server is 10k/sec, but typically this is not completely used, but almost.
If you really want to host more players, you can reduce sv_maxrate a bit. But note that reducing it too much results in choppily moving projectiles or even players. You should really not go below sv_maxrate 8000 (10000 is default), which would allow you to safely host 16 players on T-DSL 16000.

4. Open the file in Notepad again
You can vary the number of "MS", so you can clearly see it's MS which is causing it.
