No, and not really worth implementing. Anyone can do that by putting a glsl/default.glsl file in his Nexuiz installation...
maybe I'll make one for this purpose after the 2.3 release.
That weird texture filter just posted now is actually an accidental feature of a contrast boost feature, which is meant to replace gamma on systems where gamma doesn't work (but it comes at a small price: slightly less fps).

Contrast boost:
Feeding bad values to the contrast boost yields the weird rendering with a threshold filter

1. Open Notepad
2. Paste: ÿþMSMSMS
3. Save
4. Open the file in Notepad again
You can vary the number of "MS", so you can clearly see it's MS which is causing it.
