What is the command to turn fog on in the game?

Also can you adjust it's intensity? (if so what is command)

Yes, you can adjust density and color: fog <density> <red> <blue> <green> (e.g.: fog 0.2 0.3 0 0)

Yep. And the global fog shouldn't completely cover the skybox...

IIRC the skybox is rendered at infinete distance, so the fog density wil naturally approach 100%, but his you allready know ofcoz.

Which is why volumetric fog would make more sense. It could just be a shader, no?

quake3 does volume fog with brushes, tho in a rather limited way. it would still be very nice for many enviroments. You can fake thin fog layers with water textures somewhat sucsessfuly. multilayer/dynimic worldfog would be the bomb tho =)

no idea how, but since bz2 did it some time ago (it has visible skies + worldfog too on some maps iirc) it cant be totaly impossible.
