I suppose, this kind of tool requires a very detailed hit detection. Since Nexuiz doesn't distinguish between different body parts it doesn't make sense at all.

Except I'm missing something.

yeah, it probably doesn't. You could probably modify the game to, and I'm sure it's doable, but at the moment, no.
