I like this idea, and in the motd maybe put something that says "No random chat" or I guess probably something less "rude", just a hint that would warn people connecting there that it's place to play a bit more seriously. That way if someone whine about too much chat, he will be right and won't be told to fuck off.
I personally do not dislike the spectator slots, it's cool when you just want to watch when you want to play a map. It's just that sometimes it's unfair for the people stuck as spectators while some players are filling spots and chatting/not really playing. Also, most regular players are very respectful and will understand if someone tells then them that they're doing something wrong and will be happy to resolve the problem. So, yeah I don't see what you could personally do about it, I think it's the players responsibility to act fair. Unfortunately, a lot of them don't give a shit. Some people only think about themselves.
There's one other I'd like to mention (also about people only thinking about themselves) while i've got your attention

This morning some guy called the same vote 5 times in like 2 minutes because he wanted a map even tho it was denied every time. He was then kicked by vote, he came back and called the vote again and again. Eventually people gave up and voted yes... then someone called -timelimit -1 right at the start of that map and the match ended

I see that happen a lot.
Maybe putting a higher waiting time between vote calls by the same player would help?
I disagree about kicking/banning people in general, IMO nexuiz needs more ways to "punish" players. Muting/remove right to vote/remove them from a team and lock them as spectators while the remaining time of the map/etc. That would teach them a lesson a lot more than get kicked then come back just to keep doing the same thing over and over because they KNOW it is annoying everyone.
