The shotgun strikes me as a particularly excellent starting weapon. It might be a little strong for a starting weapon, but I think it's a good thing.
Close up, it's fairly brutal. It's especially handy for when you respawn next to someone with a 'better' gun and maybe some armor. It prevents the "No fair, I didn't have a gun/good gun" frustration and whining. On the other handed, getting fragged by a recently spawned player can be obnoxious, but getting spawnkilled is worse, I think.
Also, the extreme spread prevents it from being overly powerful.
I think I like having the various weapons strong for their intended use (with a good degree of overlap and without excessive rock-paper-scissors action, though), as opposed to the "crap, moderate, good, KILL-CANNON" weapon hierarchy one sees in some other games.
The MG in its current form is probably too strong for a starting weapon. For a starting weapon, it has way too much range. Even though the secondary is not hitscan anymore, it's can still be used as a surprisingly effective sniper rifle.
If the MG were nerfed a little, and the shotgun made a more rounded weapon, it could work. I don't really see the point, though, and significantly rebalancing two weapons at once would be problematic.
I did always think it would be interesting to have a choice of starting weapon, though. Not any of the current ingame weapons due to balance reasons, but maybe a pistol or a rifle, or maybe a few different types of shotguns...
