write hex/special characters in command line

Does anyone know how to type hex/special characters in command line using an escape key?

Like in C/C++:
0x12 for hex 12

Why do you need that at all? If you want to write in colours use ^number sentence. If you want to write spec char use ctrl+letter (don't know if it works in cmd line, but it works in chat).
