I am no expert (esp around here), but network settings can be difficult to debug, so I would suggest you run down the debug list in the following order:
1) set your Effects to Low (as I detail below)
2) examine your computer for programs/services you can turn off while playing
3) validate your connectivity by connecting to a server with a low PING

Assuming your issue is not your connection, have you adjusted your graphics settings?
At launch, click on the Settings menu as follows:
Settings > Effects > Quality Presets > Low
With a low graphics setting, you can eliminate the issue of it being your hardware. I would then examine what other services are running on your computer and try to turn them off. Then examine your connectivity settings with your router and firewall and make sure that they are set to handle the traffic--sorry but I have no idea what the optimal setting would be, but I bet if you searched the forums you could find out more.
Also, I would definitely check the PING of the servers you are connecting to. I would recommend connecting to a low PING server and getting a feel for how your connection is working. If you get a good connection at a low ping server, then you could assume the lag problems you experienced were related to the servers you were connecting to.
