I'd recommend using the default configuration with additional effects enabled in the effects option panel.

Nvidia's drivers are pretty stable, I wouldn't assume a particular version works out way better than another.

Open the console (shift+esc) and enter "vid_vsync 1" (that reminds me that i wanted to add a menu switch for vsync )

What about some kind of ehanced opengl32.dll version for windows? Does this exist?

*confused* I'm not shure what you are suggesting, but OpenGL rendering is provided by ATI/nvidia drivers. The drivers are closed source and they both refuse to release any specifications for their GPUs, so there is little/no chance no chance for any third-party ehancements.
