Getting poor performance!

Hi,first of all,would like to say the game is really cool,and im having some fun with my brother tru lan(since there's no servers available in brasil).
But i've been getting poor performance with this game,i mean,i did a major tweak via cfg file(topics that i read here),and in some maps the fps just go to 50 fps,usually get around 250fps,other maps 100fps,but in some parts getting ridiculous fps.well,lets go to my system specs:
Already applied that fix and still(and i think that made things worst)

Windows 7 Ultimate x64
4gb ddr
HD ATI 3870oc(3800 series)
Core 2 quad 8400
500gb HD SATA II

COuld somone tell me why i've been getting this performance?
Im not playing on ultra at all,cuz the game is almost unplayable,and even after tweaks,didnt change a thing!
plz help!

It's dificult to say without you quantifying your performance. Please run "timedemo demos/benchmark.dem" from the console and post what you get. It may be that you're getting just what we might expect. I would say that you should be able to run on high settings with no problem but certainly wouldn't expect ultimate to be playable.

Are you running the latest official ATi drivers? The drivers that come with Windows are quite likely crippled with poor OpenGL support.

In the menu, tab multiplayer/player setup, disable gore effect or set gibs to none.
And be informed the engine performs poorly with ati gpu.

already did that,still the same,and i thought about compatibility with ati,which,always give me headache!

yep,running the 10.2 driver,will run the benchmark and let u know.

so,i've tried that command u said to put on console,said it cant load or something..
so,i put the settings on high,and played on map strenght with full bots(by the slider,8 i guess)
i was getting like in the heat of battle 55-60,and far from the battle like 120!

what u guys recomend i use to play,?i dont care about gfx on this kind of games,but what settings u guys judge important to get better gameplay?
if someone could put set by step(if its possible ofc)
