Well, I cannot text every detail here as this would produce too much text, but in short I can say this:
the colored fullbright skins (the ones you vote for) are only that bright and well visible, because it has a modified shirt-texture which gets colored with the color of the shirt of the player. when voting for sv_defaultplayer_fbskin_red, the shirt and pants color of all active players is overwritten with red, a default model is chosen on the server, and the skin which has this shirt-texture will be selected. However, the colors (like red/blue/orange/green) are only THAT visible, because this shirt-texture is used, and because this shirt texture is having white areas. These textures work similar to an alpha map, where the lighter a pixel is, the more of the shirt-color of the player is visible. The shirt-texture of the colored fullbright skin has the areas set to a very bright value, thats why the colors are visible so well
However, the problem is: there is no pants texture file for this skin, which means that it will simply take ONLY the shirt color of the player, the pants color won't have any effect at all.
Now, the problem with all the other models and their skins (e.g. "wolf") is that their shirt and pants textures mostly have darker gray areas, the areas are not white. This means that even if you make the colors in the color palette very bright (using my colorchooser, which, unfortunately, is only designed for the 4 colors I mentioned above), due to the darker areas in the texture files, you won't see that much of the color, at least not 100% of it.
