Fix for weapon timing code to eliminate ticrate dependency

I have fixed the weapon timing code so that the hagar fires at its intended rate, and this may affect other weapons somewhat as well.

The hagar wasn't meant to fire so slowly in 2.0, it was a result of a bug in my weapon code cleanup a few days before release...

Here's the fix (progs.dat and a .patch containing the source code changes) for any server admins interested in the fix:

This will be in the coming Nexuiz 2.0.1 patch along with any other bugs we fix in the next few days.

Edit: fixed the .patch in the pk3 (it was empty)

Great LH, just one tiny thing, The patchfile is zero bytes long?
that can't be right? but like i said a tiny thing
