Has like everything voluntary, Is more a thing about availability of people that want that and know how to do it. If you want Nexuiz or a nexuiz-compatible engine to run on the Android, you need a programmer to do the port, and It will not be simple, with changes from vanilla quake like the new model format (zym?), CSQC, Quake3 map format support, and lots of things that DarkPlaces have.
Things can be easier if DarkPlaces ( *.c, *.h ) can be compiled for the Android platform and such platform has a decent (modern, fast) GL rendering.
Quake is the "by default" game to port to a platform to test his maturity. So there are quake engines running on everything, from browsers, phones, mainframes, etc.. but things are a littel different for DarkPlaces, because it ask much more from the CPU/GPU. And the game built on it (Nexuiz/Xonotic), also need that CPU/GPU level.
