3. Save
4. Open the file in Notepad again
You can vary the number of "MS", so you can clearly see it's MS which is causing it.

No, it actually took a bit longer
some settings change immediately, some don't, the button does the vid_restart.

divVerent, this is great. 
It all looks very, very sexy and you make good use of colour.
Would it be possible to add a button to clear (or reset) the filter, and some predefined filter buttons e.g CTF with some players.

A clear button... good idea. Currently, it clears only by keyboard (ctrl-del). Predefined filters... not really. Server admins do not NEED to write CTF in their server name.
