Requiring a separate download is exactly that NOT to do. Then your friend is prepared and will download the map before.

But if the server is public, others will join TOO - and get the "black screen of missing map". And this is NOT how public servers are supposed to be.

Fullscreen console, there was a fall-back server -> client transfer of the map files at the server max rate.

There are nothing worst than a public server you can't join because you haven't the password.
Otherwise is it too complicated for you to set sv_public in the console to get your temporary server public ?
