respawning time, and download map location server config

How do I set the time it take to respawn? is there a command line I need to put in the config file? I want it to respawn instantly.

And for the map download location, Do I just backspace the defaulturl location and put the correct location?

And where do I adjust the weapon respawn time ?

are you using this for player.cfg or mapping?
