better error handling

i.e. famous map vote inconsistencies online:
you vote a map; it says 'vote is not okay'....

but WHAT is not okay?
query syntax, mapname, parameters, whattheheck?

yeah: so what to do to do it RIGHT?
Now THAT would be helpful.


(filename completion on map file names would be fine for that special topic.)

but then again: command/filename completion would fit really well, also on ONLINE servers)

vhelp lists all votes currently enabled on the server

eg. vmap aggressor can be used to vote for aggressor, tab completion works for maps that you have in your data dir
