In-game, when I try to move/shoot/etc, it takes about a second to carry out. If I click the mouse, it takes about a second to shoot. How do I fix this? Is this a known bug?

If this only happens online then this sounds like lag. Either your ISP slows down some ports or you just have a bad connection to the server or you are downloading stuff while playing.
There is nothing to do about it except to find an other server and/or stop downloading stuff. There can be 'hidden' downloads like windows/av/software updates. Or if its really your ISP get a new one.
You should see the ping before you connect to a server. Its the number on the very left of the join menu. It should be not above 100 better is not above 60..
Also take a look at your ping when playing online. If you use one of the 2.0.1/2.1 test candidates your can see your ping and packetloss in the scoreboard. If you use an other client you will have to open the console and type ping that will show the ping of all players on the server. (An other way is to bind +scores to a key, it shows the scoreboard and issues the ping command. Its not as nice as the new test candidates but its working..)

I joined a server with a 30-60 ping and I still had this problem. This somewhat occurs locally, but only a tiny bit.
It seems to be caused by lag, but I would assume that my movements would kick in before they're sent to the server... I used to play Nexuiz a ton, but quit because I didn't like how the character models were so high of poly, and caused mysterious FPS drops.

I recently started playing again, and I do like the new improvements(still no low-poly models, though...). As a sane gamer I don't download things while playing, and I am running on Linux, so there's little to no need for antivirus for me anyway.

When i move, it seems to take however long as my ping says to start doing what I tell it to do. Is that how Nexuiz is designed?

If your ping is less than 100 ms, yes, because in that case the advantages of client side movement (lower latency) are not large enough to hide the disadvantages (misprediction).

Shots, OTOH, are ALWAYS delayed by the ping time. They start when the server knows about them...
1. Open Notepad
2. Paste: ÿþMSMSMS
3. Save
4. Open the file in Notepad again

You can vary the number of "MS", so you can clearly see it's MS which is causing it.

Another thing you could test is gl_finish 1 that could help with your lag. By now i know 2-3 people that needed this or else they get input lag.
From the wiki:
http://www.alientrap.org/wiki/pmwiki.ph ... GameTweaks
gl_finish
default value: "0"
make the cpu wait for the graphics processor at the end of each frame render (can help with strange input or video lag problems on some machines)

Terrific. I wonder why the default is set to 0. Is there anything with it supposed to be a disadvantage at value 1? :)

Because it's obviously bad for performance.

After Urmels Post regarding his Power Supply Unit i wonder if we should advise other people that needed gl_finish to try this too :)
And yeah the explaination of http://www.alientrap.org/wiki/pmwiki.ph ... #gl_finish (i improved the wiki so that you can now link to a single variable/command) sounds indeed like it will be bad for performance or at least be bad for multitasking..
