They can search all they want, the cheats are either protected by sv_cheats or otherwise known.
To say "a significant number of them must be cheaters" is incorrect. I've seen very few players who have shown any skill on public servers (I blame nifrek)
With the server-based gameplay, relatively low player count, and the current minimal competitive gameplay, cheating is not a problem, and exploiting this game for a competitive edge is, frankly, a waste of time.
