I'm using 2.4.2 & occasionally host a game for me & a couple of friends. I thought a fast Minsta would make a change but I cant alter the fire rate.

Some old Quake info suggested something like: 'seta sv_firerate 0.50' but nothing changed.

Is this possible? If so could you point me in the right direction?

You can change it with the cvar g_balance_minstagib_nex_refire.

Here's a new tool from nexuiz ninjaz where you can search cvars and commands quickly.
