For the fuel for the jetpack it could be something like. The fuel recharges slowly but it stops at a certain amount and it only allows for a short time of flight to give you a boost or some height. This way no one is stacking up on the fuel so they can fly for along time.

That would defeat the point of the jetpack. Just rocketboost then. Don't put jetpack on maps you don't want people to fly in... also surely there will be a buch of settings you can tweak.

Actually, it shouldn't eat cells or if cells are preferred there shouldn't be fumes but only light blue flash of light coming out.

It already got its own "fuel" type anyway, which is optionally self-regenerating.
