AMD or Intel doesnt really matter, AMD is far more bang for the buck. I use AMD64. For a server to run nexuiz you dont need to spend very much money.
Most important is a good network card in most cases. The best NIC you can get in the affordable price range is an Intel e1000. Even an Intel e100 is better than most cheapass 1000Mbit cards out there.
Windows is a desktop OS. Wich means, its _not_ a server OS.
When building servers you always put in as much cooling as you can. You dont give a crap about noise levels, cause the server is far away from you anyways. Just make sure that the fans in fron blow inwards, and the ones in the back blows outwards
My advice if you want a cheap server:
Get a decent motherboard with built-in VGA and all the other stuff you will need, get a good NIC, and you are good to go. And if you have to choose between more RAM or faster CPU, go for more RAM
