How is this done?

It's easy to do this. First, go to photo shop and make whatever color you wish for you character. I do this by going to numerous sites and blending them together in PS with the option "Paint Mix." Then, go to command line in-game, and type in "/blend-together." It will ask for a source color, which, if you targeted and saved in PS, can then be uploaded. However, you have to do this every game. Lol, I bet that did not help.

Open up the console by pressing SHIFT+ESC and type in one of these:
player_fbskin_green
player_fbskin_orange
player_fbskin_red
After that press enter. To see the changes, type "chase_active 1" at the console, and "chase_active 0" to get back to first person view. If you decided that you don't like the fullbright skins, you can use:
player_fbskin_off

Erm... isn't fullbright skin server side? This means is you're only able to change to fbskins when you're the one who is hosting the server.

No thats g_fullbrightplayers, the thing that makes all skins fullbright.

player_fbskin_X sets you own skin to a predifined fullbright one (model and skin). iirc if issued on a client it canges your own skin, on a server its applied to all.
