What I want to know is, where is the rocket information stored? What I'd need to change, How to change color and if it.

try modifying data/particles/particlefont.tga

also try looking at data/effectinfo.txt

I did read effectinfo.txt, but I don't know how to hange the color in C++.

I haven't had a chance to look at particlefont.tga

it's not C++, it's quakec (actually that file isn't quakec at all)

you need to change the hex code for the colors for the rocket explosions.
