I have added all custom maps from Nexuiz Ninjas to my server and it seems at times that the bots I add are doing the most moronic things. For example I find them huddled against a wall somewhere obscure in the map... Often they are not even fighting. Is this a map bug or some other issue? Should I turn the bot skill up all the way?

For bots to move around a map, waypoints need to be set which paint pathways for the bots to follow. It's actually pretty easy (yet time consuming) to create bot waypoints. Most maps don't have them, I'm assuming because most people don't like playing with bots, so map makers don't make it a priority.

I was talking with Secret Squirrel before about perhaps having a project to create bot waypoints for maps, but there are a lot of maps for Nexuiz, so that would be a big effort
