Can a regular player without rcon access force a map change to a specific map? Or is there an in the wild hack for server that I am unaware of...

I was on my test server and someone was able to change maps without having access and or knowing the rcon password.... Please note my rcon password is not known and is > 25 alphanumeric characters....

it's possible with a vote call : vcall chmap <mapname>

You can set the allowed commands with sv_vote_commands, or don't allow any vote call with sv_vote_call 0.
