You don't have diiff installed. You should get it from mingw+msys.- Alien

run cleanup.bat then rebuild. if you still get the error, rename or move your net radiant folder, and try again, if that doesnt work delete your SVN Build System folder and redoqnload the Nexuizn SVN Build System.zip+The Dude+
