how do you call a vote to bring it back to normal gameplay? in this case, ctf with no hook?

Just make enabling the hook more intelligent..
alias enablehook "set_temp g_grappling_hook 1"
and putting this enablehook into sv_vote_commands instead of g_grappling_hook. That will only enable the hook for the rest of the map.

Other wise voting for 'g_grappling_hook 0' will disable it again..

This is in Galt's CTF server, and players are leaving. Someone was there vandalizing apparently.

I meant moving it from Speed Minstagib to CTF. How do you vcall a game mode?

just do vhelp and you will see what you can vote for.. i have no idea what allowed on that server and can't check at the moment.
